NADI, FIJI— The Pacific Resilience Facility is holding its fifth Legal co- drafting workshop in Nadi, Fiji this week attended by Forum member countries. Forty -four officials from the Legal, Foreign Affairs, Economic and Finance Ministries have convened to finalise the PRF’s Establishment Agreement to be presented at the Special Forum Economic Ministers Meeting (FEMM) in March.
The workshop is co-chaired by Olita Tupou, Director of Strategic Partnership and International at the Prime Minister’s Office in Tonga, and Desna Solofa, Deputy Secretary General - Governance of the Pacific Islands Forum.
“The safe passage of the PRF has stemmed from our collective and shared values and goals of our Leaders, to genuinely strengthen the resilience of our Blue Pacific communities against climate change in a sustainable and transformative way,” said Director Tupou in her opening remarks.
DSG Solofa said finalising the text for the Establishment Agreement will give Members more time to prepare for the Special FEMM, as well as leading to the ratification of the PRF Treaty by September 2025.
“A legally secure PRF is crucial to signal stability to Members and funders, helping attract capital to meet the USD $500m target,” said DSG Solofa.
Members will be in deliberation over the next two days to finalise the legal text of the PRF treaty.
“This is the first regional financing facility of its kind that is Pacific designed, Pacific owned and Pacific driven. The PRF will aim to ensure that climate and disaster risk finance is easily accessible and readily available to all Pacific communities on the frontline of climate change,” said Sivendra Michael, Permanent Secretary for the Ministry of Environment and Climate Change, Fiji Government.
