Joint release from the The Pacific Islands Forum Secretariat (PIFS) and the Pacific Region Infrastructure Facility (PRIF).
02 July 2025
The Pacific Islands Forum Secretariat (PIFS) and the Pacific Region Infrastructure Facility (PRIF) are excited to announce the appointment of Galumalemana Ta’atialeoitiiti (Titi) Agnes Tutuvanu-Schwalger as the Pacific Quality Infrastructure Adviser, with the support of DFAT, to be based at PIFS in Suva and integrated into both teams at PIFS and PRIF.
Galumalemana, born and raised in Samoa, began her career with the Land Transport Authority (LTA) in 2012. She progressed steadily through the organization, serving as Manager of Procurement and Programming Division and later as Manager of the Project Management Division. In 2018, she was appointed Chief Executive Officer of the LTA.
During her tenure, Galumalemana oversaw the successful implementation of major national transport and infrastructure projects, funded by the Government of Samoa and key development partners including the World Bank, Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), Government of Australia and the Green Climate Fund (GCF).
Galumalemana has been a strong advocate for gender equity in engineering, actively promoting the participation of women in a traditionally male-dominated field. She also championed the use of local expertise in donor-funded projects, strengthening institutional capacity across government, the private sector, and local communities.
Galumalemana holds a Bachelor of Engineering from the University of Queensland, a Postgraduate Diploma and a Postgraduate Certificate in Business Administration from the University of the South Pacific, and she is currently pursuing a Master of Business Administration to further deepen her leadership and management capabilities.
