The second meeting of the Pacific Plan Core Group Leaders was held at Premier House in Wellington on the evening of 11 July (the first meeting was held in Auckland on 23 March). Core group Leaders comprise Forum Chair Samoan Prime Minister Hon Tuilaepa Sailele Malielegaoi, PNG Prime Minister Rt Hon Sir Michael Somare, Small Islands States representative President of the Marshall Islands His Excellency Kessai H. Note, and New Zealand Prime Minister Rt Hon Helen Clark (host).

Leaders affirmed their belief that the Pacific Plan is on track for presentation to Forum leaders for adoption at this year's Forum, to be held in Port Moresby in October. They noted the wide-ranging public consultation process that had taken place across the Pacific region, and the range of ideas that had come forward as a result: they saw this as underlining the importance of the consultations and their role in building public understanding of and support for the Pacific Plan.

Leaders expressed their satisfaction that the shortlist of Immediate Implementation options presented to them fully represented the four Forum Priority Goals, of Economic Growth, Sustainable Development, Good Governance and Security. Forum Chair Prime Minister Tuilaepa acknowledged the work of the Forum Secretariat since March in refining the plan document and building consensus for the Plan's goals and approach.

"We now have a focussed list of doable initiatives aimed squarely at the priorities the peoples of the Pacific have themselves identified" he said. "We have a real action plan - and look forward to presenting it to our colleagues in October."

Amongst items for immediate implementation, Core Group Leaders highlighted the integration of trade in services into PICTA, the timely implementation of the regional trade facilitation programme, harmonisation of approaches in the health sector including the HIV/AIDS strategy, support for key governance institutions such as Audit and Ombudsman's Offices, maritime and aviation security and surveillance. Core Group Leaders supported the establishment of Action Committees led by Leaders to take forward Plan initiatives.

Prime Minister Tuilaepa noted that the Pacific Plan is an organic process, which would be continually updated as new initiatives were developed and fed into the Plan for implementation.

Core Group Leaders expressed the view that the process in which they are engaged will be helpful to our development partners and Non-State Actors alike and allow them to engage at a new level in the Pacific.
