Supply of PIFS Integrated Information Management System – Stage 1

Background

The Pacific Islands Forum is a political grouping with 18 Members: Australia, Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Nauru, New Caledonia New Zealand, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.

The Pacific Islands Forum Secretariat is an international organisation established by treaty and is based in Suva, Fiji. The Secretariat supports the Leaders vision as outlined in the Framework for Pacific Regionalism.

The Secretariat is currently undergoing internal restructure and change management to improve its internal processes to strengthen its ability to serve the political leaders and people of the Pacific but more importantly to be recognized as a centre of excellence in the region.

 

Purpose

The Secretariat’s Corporate Services has seen the need to implement an Integrated Information Management System Solution to address various issues currently being faced and provide a way forward in sustaining and achieving the Secretariat’s vision and mission.

This multi staged tender intends to identify suitable solutions to address these issues through the release of a two stage tender process whereby this first stage will allow for the pre-qualification of suppliers, based on an initial assessment of their capacity to fulfil a subsequent contract. Those bidders successfully qualifying from the first stage will then be issued formal invitations to provide final financial bids for the provision of the service.

 

Scope of Work

To supply an Integrated Information Management System as per specifications set out under the Terms of Reference (ToR) document which can be downloaded from www.tenders.net/forumsec.

 

HOW TO APPLY

Submissions should be entitled:

 Method of Submissions:

Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec

Note: Tenders must be submitted with clear labelling of the technical offer. The Technical Offer document must be saved and submitted clearly labelled “A. Technical Offer”. An estimated Financial Offer must be included in Fijian Dollars (FJD). Bidders qualifying for the 2nd phase will be given the opportunity to submit their final Financial Offer.

The electronically submitted documents should be converted to the PDF format.

 Deadline for Submissions:

Submissions need to reach the Secretariat by 11.00 pm on Thursday 09 November 2017.

Late or incomplete tenders will not be considered.

 Questions and Answers

All queries or request for information must be submitted via the Question and Answer Forum at www.tenders.net/forumsec. Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” Tuesday 31 October 2017.  The Secretariat has no obligation to provide clarification after this date.

Note:The Secretariat will not be responsible for non-receipt/non-delivery of the Bid documents due to any reason whatsoever.

Any complaints regarding the Secretariat’s tender must be directed to the following email: Tender.Complaints@forumsec.org. This email address will forward your complaint to a person that is independent and removed from the tender process. In the event that further information is required by the Secretariat in relation to the tender for consultancy, the Secretariat reserves the right to seek the required information without the need for calling for resubmission of proposals.
